if a bird is nor indeginous, ie is not naturally found in this country, he you do not need any form of liscence (incorectley IHMO) to keep birds of prey.
As the Harris only indigoiunous to the southern Nothrnern american states and south america, they are free from any licence restrictions in the UK today.
